La sfida dei missili: Mosca risponde alla minaccia dei Tomahawk con i Burevestnik (prima che scada il trattato New Start con gli Usa) Già il nome dice tutto. O, quantomeno, ci prova. In russo Burevestnik significa «uccello delle tempeste» o «procellaria», uccello marino che annuncia l’arrivo delle tempeste nonché protagonista di una celebre poesia rivoluzionaria di Maksim Gorkij. Mentre tramonta l’ipotesi di un nuovo faccia a faccia tra Trump e Putin a Budapest, il presidente russo annuncia il successo del test del Burevestnik 9M730. Il missile da crociera superficie-superficie a propulsione nucleare — ribattezzato dalla Nato SSC-X-9 Skyfall — secondo il Cremlino possiede una gittata praticamente illimitata e una traiettoria di volo imprevedibile, caratteristiche che lo renderebbero «invincibile» rispetto agli attuali e futuri scudi antimissile, oltre che nella definizione di Putin «un’arma che nessun altro Paese al mondo possiede». Propulsione e manovra Secondo la stampa russa, al momento del lancio il Burevestnik misura circa 12 metri, per poi ridursi a 9 in volo. La propulsione è affidata a un motore termico nucleare che entra in funzione soltanto dopo il decollo. Svelato nel 2018, insieme al supersiluro Poseidon, al nuovo missile balistico intercontinentale RS-28 Sarmat, alla testata ipersonica planante (Hgv) Avangard e al missile ipersonico Kinzhal, è il «gioiello» dell’arsenale strategico russo. Secondo il generale Valery Gerasimov capo di stato maggiore delle forze armate russe, durante il test effettuato il 21 ottobre, il Burevestnik ha percorso 14 mila chilometri rimanendo in volo per circa 15 ore sempre grazie alla propulsione nucleare. La sfida dei missili Il test si inserisce in una più ampia serie di esercitazioni strategiche condotte la scorsa settimana, durante le quali Putin ha supervisionato manovre nucleari su terra, mare e aria. Ma non solo. Arriva anche in un momento particolarmente teso delle relazioni di Mosca con Washington che ha minacciato di fornire a Kiev missili Tomahawk, in grado di colpire obiettivi in profondità nel territorio russo. Ma soprattutto, se la Russia possiede 5.459 testate nucleari mentre gli Stati Uniti ne hanno 5.177 (insieme, i due Paesi detengono circa l’87% dell’arsenale nucleare mondiale, una potenza distruttiva sufficiente a cancellare il nostro pianeta più volte), da considerare anche che il trattato New Start (Strategic Arms Reduction Treaty), firmato da Russia e Stati Uniti nel 2010, scade tra pochi mesi, nel febbraio 2026. Ed ad oggi i negoziati per una nuova ratifica dell’accordo sembrano inesistenti. Da non dimenticare poi che a fine 2024 le autorità russe hanno approvato alcuni cambiamenti formali alla dottrina nucleare, consentendo l’utilizzo di tali armamenti qualora venga minacciata la «sovranità e l’integrità territoriale» della Russia e della Bielorussia, anche attraverso attacchi con «armi convenzionali», cioè non nucleari. Tradotto: l’artificio retorico dell’impiego di armi atomiche come minaccia o extrema ratio non è più un tabù, anzi. Dall’altra parte, il dialogo in materia non sembra tra le priorità della Casa Bianca almeno per ora. Sia perché eventuali negoziazioni fornirebbero ulteriore potere contrattuale alla Russia nella trattativa per la fine della guerra in Ucraina, sia perché Washington vuole un trattato più ampio, che tenga conto del crescente ruolo della Cina come potenza nucleare. Dottrina e trattati Secondo la Nuclear Threat Initiative, la Russia ha condotto almeno 13 lanci di prova del Burevestnik, di cui solo due sono stati considerati parzialmente riusciti. Lo sviluppo stesso del super missile non è stato privo di passi falsi e, per alcuni, restano dubbi sulla possibilità di ridurre a sufficienza le dimensioni di un propulsore nucleare. Nel 2019 cinque persone morirono nel tentativo di recuperarne uno dal fondale marino, perso durante un test fallito. Infine, secondo gli esperti, il Burevestnik rappresenta un’opzione valida per un secondo attacco nucleare. Può raggiungere obiettivi di controvalore negli Stati Uniti o in Europa, penetrare le difese missilistiche e causare danni aggiuntivi al territorio e ai centri abitati lungo la sua traiettoria di volo, ma dal momento che presenta rischi di radiazioni durante il volo a partire dal decollo è una scelta poco adatta per il primo strike.
