    I numeri non mentono. La politica sì.

    Inutile girarci intorno: la politica dell’abitare è la vera emergenza strutturale di Milano, trasversale a tutte le fasce di reddito.
    E puntualmente, quando si avvicinano le elezioni, gli stessi responsabili del disastro riscoprono improvvisamente la “sensibilità sociale”.

    È un copione già visto.
    Un po’ come la passerella di ieri sera a San Siro: chi per anni ha definito lo stadio “obsoleto” oggi lo celebra come simbolo identitario, senza alcuna autocritica. Coerenza zero, propaganda massima.

    Ma torniamo ai fatti, perché i numeri sull’edilizia pubblica sono impietosi:

    Quota di edilizia pubblica/sociale nelle nuove lottizzazioni:

    Anni ’60–’70: 30–60% (in molti casi fino al 100%)
    Anni ’80–’90: 15–30%
    Giunta Albertini: 10–20%
    Giunta Moratti: 0–5%
    Giunta Pisapia: 8–12%
    Giunta Sala: 5–10%

    Prima: fino al 100% di edilizia pubblica nelle trasformazioni urbane
    Oggi: meno del 10%

    Nel frattempo, i prezzi delle case e degli affitti sono esplosi.

    La conclusione è fin troppo evidente:
    governi diversi, stesso risultato sull’abitare.
    A Milano destra e sinistra non hanno cambiato rotta, né sul diritto alla casa né sulla gestione (o svendita) del patrimonio pubblico.
    Questa è la verità che nessuno vuole dire.

    Adesso basta
    Milano può cambiare, ma solo se ha il coraggio di liberarsi da schemi fallimentari che arricchiscono pochi ed escludono molti.
    Un’alternativa esiste ed è chiara:
    - riportare la casa sociale a gestione pubblica al centro delle politiche urbane
    - ispirarsi a modelli europei vincenti, come Vienna, dove l’housing pubblico è una leva strategica e non un fastidio da ridurre.

    Proposte concrete:
    - creazione di un’Agenzia interamente pubblica per la gestione del patrimonio ERP / ERS
    - istituzione di un Consiglio cittadino per la casa, composto da:
    comitati di quartiere
    sindacati,
    associazioni degli inquilini
    esperti di urbanistica e politiche abitative

    Trasparenza reale, non slogan:
    pubblicazione mensile sul portale del Comune di Milano:
    - stato di avanzamento di tutti i cantieri
    elenco degli alloggi assegnati
    dati aggiornati sul patrimonio abitativo pubblico

    È davvero troppo pretendere trasparenza e diritto alla casa?
    È un’eresia chiedere che uno dei bisogni primari venga trattato come una priorità pubblica?
    No.
    È semplicemente aprire gli occhi sulla realtà.

    Per riportare l’edilizia pubblica al centro
    Per una città accessibile a chi la vive davvero
    Milano deve tornare ai cittadini.
