Una delle due compagnie petrolifere alle quali sono indirizzate le nuove sanzioni decise dall' UE, è la Lukoil. Essa fino a marzo del 2023 controllava la più grande raffineria d' Italia, la ISAB, con sede a Priolo ( Sicilia); in seguito alle prime misure sanzionatorie volute dall' UE varate per danneggiare l' economia della Russia a motivo del conflitto russo ucraino, la ISAB passava ad una società israeliana, la G.O.I. Energy. Il primo dicembre 2022 il governo Meloni varò una normativa che permise alla raffineria di proseguire le proprie attività. La raffineria ISAB venne istituita nel 1972; nel 1979 l' inquinamento ambientale derivante dalla particolare attività non poté più essere tollerato cosicché il governo di allora diede disposizione affinché gli abitanti di Marina di Melilli andassero ad abitare nei centri abitati vicini. Il governo aveva anche predisposto degli indennizzi che non tutti gli abitanti accettarono né vollero andare altrove, al contrario chiedevano che fosse la raffineria a dover essere resa innocua per l' ambiente. Agli abitanti che resistettero, che provarono a resistere, venne loro interrotta l' erogazione dell' elettricità e dell' acqua. Ancora nel 1992 rimaneva un uomo, un ottantaduenne, Salvatore Gurreri. Un giorno di quell' anno venne trovato morto in circostanze non del tutto chiare. Arrestati gli autori, confessarono di aver ricevuto ciascuno da un qualcuno 250 mila lire perché provvedessero a liquidare l' ottantaduenne, colpevole di voler restare laddove era nato. Chi fosse stato quel qualcuno a dare quelle somme, chi fosse stato il o i mandanti non se ne seppe nulla ....o non si volle che si sapesse ?
