Dopo l’inasprimento dei dazi Usa, Bruxelles è alle prese con una nuova geopolitica del commercio e gli effetti dei nuovi accordi potrebbero essere non solo compensativi ma offrire perfino un valore complessivo superiore. “La madre di tutti gli accordi” Dopo quasi venti anni dall’inizio delle trattative, l’accordo di libero scambio tra Unione Europea e India è prossimo a diventare realtà. Con 20 capitoli su 24 già definiti secondo Rajesh Agrawal, segretario al Commercio indiano, le parti puntano a raggiungere l’intesa completa in vista della visita nel subcontinente dei vertici europei – il presidente del Consiglio Ue António Costa e la presidente della Commissione, Ursula von der Leyen – già prevista tra il 25 e il 27 gennaio, in occasione delle celebrazioni dell’anniversario della Repubblica Indiana. Per Nuova Delhi, l’accordo di libero scambio tra Unione Europea e India rappresenterà il più vasto trattato commerciale mai sottoscritto, e secondo Piyush Goyal, ministro per l’industria e il commercio indiano sarà “la madre di tutti gli accordi”. Per l’Unione Europea, invece, si apriranno le porte di un mercato di quasi 1 miliardo e mezzo di persone. Insieme al vecchio continente, l’accordo coinvolgerà complessivamente quasi un quarto della popolazione mondiale e un Pil congiunto che sfiora i 25mila miliardi di dollari. Le due parti intrattengono già solide relazioni commerciali bilaterali. Gli ultimi dati disponibili raccontano di una UE che rappresenta il principale partner commerciale dell’India, con scambi di merci per 124 miliardi di euro nel 2023, pari al 12,2% del commercio indiano complessivo. L’India invece è il nono partner commerciale dell’Unione Europea, con il 2,2% degli scambi di merci dell’Ue. I nodi sul tavolo Secondo le analisi dell’ICE su dati OMC, dopo gli Stati Uniti, l’India è l’area al mondo con il maggior numero di misure anti-dumping e anti-sovvenzioni. Nel settore automobilistico, ad esempio, i dazi e le addizionali sui veicoli finiti possono arrivare a raddoppiare il valore del mezzo. E questo è uno dei principali nodi ancora da sciogliere: Bruxelles spinge per ridurre drasticamente i dazi all’importazione delle auto europee. Al contrario, la parte indiana chiede agevolazioni sul Carbon Border Adjustment Mechanism, la misura Ue sulle importazioni di merci e prodotti a maggior intensità di carbonio provenienti da paesi extra Ue, entrato nella sua fase di applicazione completa dall’inizio del 2026 e con rilevanti impatti per le esportazioni indiane di acciaio e alluminio. Con ogni probabilità resteranno fuori dall’accordo alcuni prodotti agricoli e lattiero-caseari. L’agricoltura rimane un argomento delicato per Nuova Delhi, con il 44% della forza lavoro impiegata nel settore. Ma anche la Francia, in una nota del Ministero dell’Agricoltura e della Sovranità Alimentare dello scorso settembre, evidenziava i rischi dell’accesso di alcuni prodotti indiani in Ue: “L’elevata capacità produttiva, sia strutturale che ciclica, – si legge nella nota – e la competitività dei settori indiani della carne bovina e dello zucchero, unite ai sussidi governativi all’esportazione, pongono dei rischi per gli stessi settori europei”, suggerendo che “appare prudente mantenere misure protettive a livello UE per limitare l’accesso di determinati prodotti nel mercato europeo”. Le aree di opportunità Dovrebbe invece esserci più elasticità sui vini, che oggi subiscono da parte indiana una tariffa del 150%. Altri settori chiave sono quelli del sistema moda, dove tra dazi e tasse, il carico su calzature e abbigliamento arriva a superare il 30% per cento, mentre il comparto dell’arredamento deve affrontare non solo tariffe elevate, ma anche gravose certificazioni tecniche obbligatorie. L’abbattimento delle barriere per il settore tessile è importante anche per l’India, che oggi vede le sue esportazioni soggette a dazi che raggiungono il 16%, e che li pongono in una posizione di svantaggio rispetto a concorrenti come Bangladesh e Vietnam, che godono di un accesso preferenziale in Europa. I servizi rappresentano un’altra area importante. Da una parte telecomunicazioni e informatica sono settori che potranno vedere una crescita delle esportazioni indiane in Europa, con una maggiore integrazione di aziende e professionisti indiani nelle catene del valore europee. Dall’altra, con la progressiva semplificazione delle procedure doganali e un reciproco riconoscimento di standard e certificazioni, l’accordo potrebbe rappresentare una importante opportunità non solo per l’export ma anche per gli investimenti in India da parte delle aziende del vecchio continente, che oggi si trova alle prese con una nuova geopolitica del commercio. La controffensiva sui dazi Usa Interessante a questo riguardo un’analisi dell’IFO – Institute for Economic Research – che di fronte al crescente protezionismo della seconda amministrazione Trump ha esaminato le prospettive economiche di una “offensiva” europea sul libero scambio. La domanda che si è posto l’istituto tedesco è stata: i nuovi accordi commerciali dell’Ue con alcuni nuovi Paesi, ovvero gli Stati del Mercosur, India, Malesia, Indonesia, Thailandia, Australia ed Emirati Arabi Uniti, possono attutire il colpo dell’inasprimento dei dazi statunitensi? La risposta è sì, anzi i nuovi accordi commerciali non solo potranno compensare l’impatto negativo dei dazi Usa, ma potrebbero persino superare tale compensazione. Almeno per quanto riguarda Berlino. A seconda di quanto saranno incisivi gli accordi, l’Ifo vede il Pil tedesco crescere fino dello 0,5%, mentre le esportazioni aumenterebbero dall’1,7% al 4,1 per cento.
