Most Manufacturers Overlook TEC Certificate Until It Is Too Late

I still remember a call from a friend who runs a small telecom hardware unit in Noida. His voice was tired the kind of tiredness that does not come from lack of sleep but from months of work landing flat on the floor. He had a shipment packed. a distributor excited. purchase orders ready to move. Then someone finally asked a question no manufacturer wants to hear at the last moment... Where is your TEC Certificate

He paused. He said he assumed it was optional. A formality. Something he would do later. But later is rarely kind in the telecom market.

Those who have worked even a little in this sector know that the Indian telecom industry is not forgiving. What looks like a simple delay becomes a domino effect. Your POs freeze. Your shipment sits untouched in the warehouse. Your distributor suddenly forgets your number. Weeks turn into months. A product that took a year to build loses momentum because one document was missing. The TEC Certificate.

Most manufacturers overlook this certificate until it is too late. Maybe because there are always bigger fires inside production. component sourcing. radio frequency issues. import clearance. cost pressure. Or maybe because no one clearly explains what TEC really stands for in practice. We read the rules. yet we do not feel the consequence until it bites.

Let me tell you what I learned watching this unfold.
Telecommunication Engineering Centre approval is not a checkbox. It is a boundary gate. Without it. your product legally cannot enter the Indian telecom network ecosystem. Not for routers. not for IoT gateways. not for base station components. not for optical transport units. even customer premises equipment is monitored carefully.

People often assume that small devices might slip through unnoticed. but the enforcement tightened heavily after Mandatory Testing and Certification of Telecom Equipment came into effect. The authorities want to ensure that every device connected to the Indian communication backbone is safe. interoperable. and compliant with electromagnetic and network standards. That is the reality. not a brochure claim.

I spoke to three manufacturers last year who spent more time recovering from missed TEC compliance than they spent building their products. One lost a quarter of annual revenue. One had to redesign hardware because their radio test failed. One missed a government tender entirely. Their competitor did not even have a better product. They simply had complete documentation.

It made me realise something uncomfortable.
Many of us put blood and sweat into designing circuit boards. tuning firmwares. negotiating silicon prices. but we skip certification planning like it is an afterthought. The telecom space punishes that mindset.

If you ever plan to sell telecom equipment in India and you are reading this quietly thinking that you will manage TEC later. I say this with respect... please do not wait. It is not about fear. It is about time. Testing labs have queues. documentation takes weeks. sometimes more when a radio parameter fails. You cannot accelerate a process that involves compliance bodies. No matter how perfect the device feels inside your head. It is tested only on paper and equipment. and that takes patience.

You might wonder... is TEC always difficult
Sometimes no. Sometimes it is smooth like a predictable monsoon. And sometimes. a tiny firmware mismatch can reverse a month of progress. That unpredictability is what manufacturers underestimate.

The best thing you can do is treat TEC the way a seasoned builder treats foundation work. You can decorate a house later. You cannot fix a weak foundation after you build the top floors.

I think about my friend often. He eventually got his clearance. but the market window he was targeting moved ahead without him. He said one line that has stayed with me for months...
We built a brilliant product. but we forgot to prove it.

If this blog does anything. I hope it nudges at least one manufacturer to plan TEC certification early. Not because someone told you to. but because you understand what the market demands. Telecom is a serious infrastructure industry. This certificate is not a hoop to jump through. It is acknowledgment that your device belongs on the network.
