Come annunciato, la Commissione Ue ha proposto un pacchetto di sanzioni contro Israele. “L’operazione a Gaza City rappresenta un’escalation della guerra”, ha spiegato l’alto rappresentante Ue Kaja Kallas, per questo “oggi presentiamo un robusto pacchetto di sanzioni: l’obiettivo non è punire Israele ma migliorare la situazione a Gaza”. “Oltre ai ministri israeliani estremisti“, quello per la Sicurezza Nazionale Itamar Ben-Gvir e per le Finanze Bezalel Smotrich, nel pacchetto – che deve essere approvato all’unanimità – “ci sono altri membri di Hamas e coloni violenti“, ha precisato Kallas. La proposta inoltre include misure sul commercio, ma i dubbi non mancano: tra queste non c’è nulla che colpisca gli insediamenti illegali in Cisgiordania e l’export di armi dall’Europa verso lo Stato ebraico. La proposta mira a sospendere una parte – “la più significativa” – del trattato commerciale tra l’Ue e Israele, che equivale al 37% del volume totale. Il resto, spiega un alto funzionario europeo, è regolato dai patti presi nel quadro del WTO (Organizzazione Mondiale del Commercio) e non è soggetto alle misure. In termini pratici, si tratta di circa 227 milioni di euro all’anno, che ora saranno soggetti a dazi maggiorati e quindi applicati agli importatori europei: in tutto nel 2024 l’Ue ha importato beni da Israele per un valore totale di 16 miliardi di euro. Il grosso riguarderà i prodotti agricoli. L’accordo di associazione copre anche il settore dei servizi ma, fanno notare alla Commissione, si tratta di una parte rimasta essenzialmente sulla carta e dunque non significativa. Ora la proposta deve essere approvata dagli Stati membri con la maggioranza qualificata. “Se sarà votata dal Consiglio, notificheremo l’ente di gestione dell’accordo di associazione con Israele e le misure entreranno in vigore dopo 30 giorni, ovvero una pratica standard”, precisa il funzionario. Altro capitolo sono poi i programmi che fanno capo direttamente alla Commissione (gemellaggi o progetti per l’integrazione regionale, previsti ad esempio dagli accordi di Abramo). “Sospendiamo il sostegno bilaterale al governo israeliano. In particolare, 14 milioni di euro di fondi già stanziati per il periodo 2020-2024. Di tale importo, 4,3 milioni di euro sono stati contrattualizzati, mentre 9,4 milioni di euro rimangono non contrattualizzati. Fino a nuovo avviso, non procederemo all’identificazione congiunta di nuove azioni né alla firma di contratti”, ha annunciato la commissaria Ue per il Mediterraneo Dubravka Šuica sottolineando che in questo caso l’esecutivo comunitario ha potuto prendere una decisione “indipendente“. Le misure però sollevano diversi interrogativi. Ad esempio, non colpiranno i prodotti che vengono dalle colonie – ovvero tutto ciò che va oltre i confini del 1967 – dato che l’accordo copre solo ciò che l’Ue riconosce come Stato d’Israele e gli insediamenti, essendo illegali, non lo sono. Servirà dunque una proposta separata per colpire i beni provenienti dai territori occupati. C’è un altro aspetto della questione che solleva forti dubbi sulla credibilità delle misure.
