    Nessun miglioramento nella lotta alla corruzione in Italia, anzi nell’ultimo anno siamo peggiorati ancora. Secondo l’ultimo report della ong Transparency International che misura l’indice di percezione della corruzione nel settore pubblico, il nostro Paese cala ancora nel punteggio e passa da 54 a 53. Seppur confermata la 52esima posizione nella classifica globale che conta 182 Paesi e la 19esima nell’Unione Europea dove il punteggio medio è di 62 su 100, l’Italia dimostra di non essere riuscita a recuperare la tendenza negativa del 2024: l’anno scorso, infatti, avevamo subito la prima inversione dal 2012, perdendo ben 10 posizioni, dopo una crescita durata tredici anni con +14 punti. Per avere un’idea, in Italia la percezione della corruzione è peggiore di Stati come Cipro, Rwanda e Botswana; migliore solo di Paesi come Malta, Croazia e Montenegro. Ma la battuta d’arresto, segnalata nell’ultimo report, riguarda anche le democrazie ritenute “forti” come Stati Uniti, Canada, Regno Unito, Francia e Svezia che hanno mostrato “un preoccupante calo di prestazione“.
    Le grandi lacune italiane: abuso d’ufficio, lobby e conflitto d’interessi

    Secondo il rapporto di Transparency International il sistema di prevenzione della corruzione italiano “risente delle ripercussioni dell’indebolimento delle misure anticorruzione, tra cui la depenalizzazione dell’abuso di ufficio”, uno degli interventi strutturali sulla giustizia voluti dal governo Meloni e ottenuto grazie alla legge Nordio. Proprio il governo italiano nel 2025, insieme alla Germania, scrive la ong, “ha contrastato l’inserimento dell’abuso d’ufficio tra i reati perseguiti in tutta l’Unione europea attraverso la Direttiva anticorruzione”. E non è l’unica carenza segnalata nel sistema nazionale di prevenzione: persiste, si legge, “la mancanza di una legge organica sul lobbying”. La proposta di legge sul tema, approvata dalla Camera e in attesa del passaggio al Senato, viene ritenuta “incompleta”. Manca inoltre “una regolamentazione complessiva sul conflitto di interessi, nonché la sospensione del Registro dei titolari effettivi, che impattano sul quadro dell’integrità pubblica e delle misure antiriciclaggio”.
    La classifica globale e il calo delle democrazie “più forti”

    A livello globale poi, al primo posto della classifica, con un punteggio di 89 – in una scala che va da 0 (alto livello di corruzione percepita) a 100 (basso livello) – si classifica anche quest’anno la Danimarca, mentre all’ultima posizione si riconferma il Sud Sudan. In base a quanto emerge dal report, la corruzione sta peggiorando a livello mondiale con un aumento dei fenomeni corruttivi anche nelle democrazie consolidate.

    I dati globali dell’indice di corruzione 2025 mostrano che le democrazie, “solitamente più forti nella lotta alla corruzione rispetto alle autocrazie o alle democrazie imperfette, stanno registrando un preoccupante calo delle prestazioni“. Una tendenza che riguarda paesi come gli Stati Uniti (64), il Canada (75) e la Nuova Zelanda (81), nonché varie parti d’Europa, come il Regno Unito (70), la Francia (66) e la Svezia (80). E non a caso, il numero di Paesi con un punteggio superiore a 80 si è ridotto da 12 di dieci anni fa a soli cinque quest’anno: “La grande maggioranza degli Stati”, si legge, “stanno fallendo nel tenere la corruzione sotto controllo”. Da segnalare il Brasile che nel 2025 ha mantenuto il suo secondo peggior punteggio con 35 punti: tra i casi più eclatanti citati, lo scandalo sulle frodi ai danni di pensionati della previdenza sociale (Inss) e il fallimento della banca Master.
    Gli attacchi alla libertà d’espressione

    Il report di Transparency International, osserva poi “le restrizioni da parte di molti Stati alla libertà di espressione, di associazione e di riunione”: “Dal 2012, 36 dei 50 paesi con un calo significativo dei punteggi nell’indice di percezione della corruzione hanno anche registrato una riduzione dello spazio civico“. Ad esempio, si cita “l’interferenza politicizzata nelle attività delle ong in paesi come Georgia (50), Indonesia (34), Perù (30) e Tunisia (39)” dove i governi “hanno adottato leggi per limitare l’accesso ai finanziamenti o persino lo scioglimento di organizzazioni che li monitorano e li criticano”. A queste si aggiungono “campagne diffamatorie e intimidazioni” che rendono difficile per giornalisti, ong e whistleblower denunciare liberamente la corruzione. E qui è più probabile che i funzionari persistano nelle attività criminali.
    Anac: “Passo indietro dell’Italia”. Melillo: “Per la mafie meglio della violenza”

    “E’ un lento veloce declino, ma la situazione non è felice”, ha commentato il presidente dell’Autorità nazionale Anticorruzione, Giuseppe Busia dopo la presentazione italiana del report. Il presidente dell’Anac è tornato sull’abrogazione dell’abuso d’ufficio che “è tutt’altro che banale” e ha lasciato “un vuoto”, ha detto. Dobbiamo continuare “ed è quello lo sforzo che stiamo facendo – ha poi aggiunto – a coniugare anticorruzione ed efficienza”. Presente anche il procuratore nazionale Antimafia e Antiterrorismo, Giovanni Melillo, secondo il quale per le mafie “la corruzione è uno strumento molto più efficace della violenza”: “La diffusione della corruzione”, ha detto, “non soltanto quella pubblica, ma anche quella privata, è percepita dal cittadino come un fattore di acutizzazione delle disuguaglianze, come fattore di riduzione delle opportunità, come fattore di cristallizzazione delle differenze sociali e soprattutto è percepita anche come una fattore di espansione dei poteri criminali e tra questi anche della criminalità organizzata”, ha aggiunto. Per Melillo, inoltre, “la contrazione del diritto internazionale, in particolare quello internazionale penale, è destinata a produrre effetti negativi sull’efficacia dell’azione di contrasto alle organizzazioni mafiose”. Il governo si è limitato a inviare un messaggio del ministro del Made in Italia Adolfo d’Urso: “Siamo consapevoli permangano alcuni ambiti sui quali è necessario proseguire”, è il testo che è stato letto all’inizio della presentazione. Ma nessun dettaglio su cosa intendono fare nel concreto.
